Weatherization Assistance Program Training and Technical Support

Background
The Washington Department of Commerce is soliciting proposals to support Washington’s Weatherization Assistance Program (WAP) through the delivery of training and technical assistance services. This initiative aims to meet the requirements set forth by the U.S. Department of Energy (DOE) and the U.S. Department of Health and Human Services (HHS). It ensures compliance with federal guidelines and enhances the quality of weatherization services in the state.

Work Details
The contractor will provide comprehensive training and technical assistance, including but not limited to:
1. Building science fundamentals (heat transfer, air flow, moisture management).
2. Energy auditing and assessment techniques.
3. Health and safety protocols.
4. Installation standards for weatherization practices.
5. Quality Control Inspector (QCI) training.
6. Client education strategies.
7. Program administration compliance.
8. Technical updates on emerging technologies.
9. Hands-on field training.
10. Specialized training for Tribal agencies tailored to local needs.
11. Development and maintenance of a training website for online registration and course information.
12. Provision of Spanish interpretation and translation services as needed for equitable access to training materials.

Period of Performance
The contract is expected to commence on July 1, 2026, and conclude on June 30, 2027.

Place of Performance
The services will be performed throughout Washington State, with specific focus on both the west and east sides to ensure statewide accessibility.

Bidder Requirements
Proposers must be licensed to do business in Washington or commit to obtaining a license within 30 days if selected. They should have at least five years of experience in delivering training within the WAP network and must be accredited by The Interstate Renewable Council (IREC). Proposals must also include a Diverse Business Inclusion Plan.
