Washington Electric Bicycle Rebate Program "WE-Bike"

Background
The Washington State Department of Transportation (WSDOT) is issuing this Competitive Solicitation to procure a consultant for the Washington Electric Bicycle Rebate Program (WE-Bike). This program is mandated by ESHB 1125, Section 310 (16) of the 2023-2025 Biennia Transportation Budget, aimed at encouraging the adoption of electric bicycles to reduce carbon emissions in the transportation sector.

The program aligns with the goals of the Climate Commitment Act, which seeks to cap and reduce greenhouse gas emissions from major sources in Washington State.

Work Details
The consultant will be responsible for implementing and administering the WE-Bike program through FY 2025, with options for two additional two-year renewals. Key tasks include:
- Developing and managing a voucher system for rebates on eligible e-bikes for income-qualified consumers and the general public.
- Ensuring rebate vouchers are used at approved e-bike retailers.
- Coordinating with WSDOT to identify recipients through a selection process.
- Managing program administration costs, which are capped at $419,400 through June 30, 2025.
- Overseeing point-of-sale rebate reimbursements totaling up to $4,660,000 as part of the program's funding.

Period of Performance
The contract will commence upon award and run through June 30, 2025, with options to renew for two additional biennia (2025-2027 and 2027-2029), contingent upon legislative funding.

Place of Performance
The services will be performed within Washington State, specifically targeting residents who are eligible for the rebate program.
