Background
The Health Care Authority (HCA) of Washington State is issuing this Request for Proposals (RFP) to identify and contract with a lead organization (LO) to support the development and implementation of the Washington State Community Information Exchange (CIE) Program.
The CIE Program aims to enhance the coordination and delivery of health-related social needs services to Apple Health clients across Washington State, addressing barriers in service delivery and improving access to necessary resources.
Work Details
The LO will be responsible for managing the design, implementation, and stabilization of the CIE Program. Key tasks include:

Bidders must be licensed to do business in Washington State or commit to obtaining such a license within thirty days of selection. They must demonstrate experience in convening community members, managing technology solutions implementation, creating APIs for secure information exchange, and evaluating technology effectiveness. Bidders are also required to submit a Letter of Intent to Propose.
