Description

As per ESHB 2134, Sec 215 of the 2024 Supplemental Transportation Budget Proviso, WSDOT was tasked with finding a Contractor(s) to develop and administer a one hundred- and ten-million-dollar $110,000,000 point-of-sale voucher incentive program to encourage faster adoption of zero-emission medium- and heavy-duty vehicles to further state climate goals under RCW 70A.45.020 and state equity goals under RCW 70A.02.
Background
The Washington State Department of Transportation (WSDOT) is issuing this Competitive Solicitation to procure a consultant for the development and management of the Washington State Zero-Emissions Medium & Heavy-Duty Vehicle (MHDV) Incentive Program.

This initiative is part of ESHB 2134, Sec 215 of the 2024 Supplemental Transportation Budget Proviso, which allocates $110 million for a point-of-sale voucher incentive program aimed at accelerating the adoption of zero-emission medium- and heavy-duty vehicles in alignment with state climate and equity goals.

Work Details
The contractor will be responsible for designing and administering a point-of-sale voucher incentive program that includes:

(A) Simplified eligibility requirements for zero-emission vehicles;
(B) Alignment with vehicle and infrastructure incentives from other jurisdictions;
(C) Financial enhancements for disadvantaged populations and small, minority-owned businesses;
(D) A centralized portal for users and manufacturers;
(E) A fleet assistance program administered by Washington State University;
(F) A preapproval process to assess participant eligibility and readiness.

Eligible vehicles include battery electric and hydrogen fuel cell electric vehicles from class 2b to class 8, as well as cargo handling and off-road equipment. School buses and transit vehicles eligible for state grants are excluded from vouchers but can receive fleet assistance.

Period of Performance
The contract term is through June 30, 2025, with administrative prices specified through this date. The total estimated contract value is not to exceed $4 million for administrative costs, with an overall budget of $110 million allocated for the performance of all necessary activities related to the voucher program.

The services will be performed within the state of Washington.
