Description

WA Cares is mandated by RCW to allow Clients to hire spouses or other qualified family members to provide caregiver services. This contract is to provide the legally mandated caregiver training for these familial caregivers.
Background
The contract is issued by the Washington State Department of Social and Health Services (DSHS) to the SEIU Healthcare Northwest Training Partnership.
The purpose of this contract is to provide funds for the implementation of the WA Cares Fund program, which allows clients to hire family members as caregivers.
This includes developing a 16-hour training course for spouses and domestic partners who will serve as long-term care workers for WA Cares beneficiaries.

Work Details
The contractor shall provide caregiver training services, specifically a 16-hour spouse/domestic partner training course for long-term care workers.
The total consideration payable to the contractor for satisfactory performance of the work under this contract is up to a maximum of $511,700.
The contractor must submit deliverables as outlined in Exhibit A, which includes timelines and specifications for the training course.
DSHS reserves the right to request revisions on deliverables until they are accepted and approved for payment.
If deliverables are submitted late, DSHS may reduce payment by 5% for every ten calendar days that a deliverable is late.

Period of Performance
The contract will commence on September 12, 2025, and will end on September 11, 2027.

Place of Performance
The services will be performed in Washington State, specifically at locations determined by DSHS and the contractor.

Bidder Requirements
The contractor must maintain general liability insurance coverage of at least $2,000,000 per occurrence and $4,000,000 aggregate.
Additionally, they must comply with all applicable laws regarding workers' compensation and ensure that all subcontractors have similar insurance coverage.
The contractor must also certify that they do not require employees to agree to mandatory individual arbitration clauses or class action waivers as a condition of employment.
