Background
The City of Centralia is seeking proposals from experienced and certified utility pole inspection and treatment firms to provide expert advice and services related to the longevity, safety, and potential preservative treatment of existing utility poles over ten years old. The City operates an electric utility serving approximately 11,000 customers with around 7,200 wooden poles. About 5,500 of these poles are due for inspection and possible treatment. This RFP aims to identify a qualified firm for a range of services including evaluations, inspections, consultation, and treatment.
Work Details
The scope of work includes:
1) A detailed approach to completing the work;
2) Qualifications of the organization and staff;
3) Unit prices for various services including:
a) Visual Inspection;
b) Visual Rejection;
c) Sound & Bore;
d) Sound & Bore Rejection;
e) Preservative Treatment;
f) Visual ID Tags;
g) Digital Photos;
h) GIS Database Documentation;
i) Identify Joint Use Attachment Ownership.
The City is on a ten-year cycle for testing and treating poles to enhance their strength and extend their useful life. All work will carry a one-year warranty post-inspection.
Period of Performance
The contract period is expected to commence upon selection of a firm and will continue as needed based on the task order process for related projects that may arise during the contract term.
Place of Performance
The services will be performed in Centralia, Washington.
Bidder Requirements
Bidders must have certification in Utility Pole Inspection and Treatment, at least five years of demonstrable experience in pole inspections and treatments, a current Washington State business license, insurance as specified in the RFP, demonstrated knowledge of standards and best practices, and familiarity with local conditions.
