Background
The Washington Utilities and Transportation Commission (UTC) is issuing this Request for Proposals (RFP) to solicit proposals from individuals, associations, or firms to provide underground utility locating training. The goal of the contract is to enhance the skills of locators or individuals interested in learning how to locate underground utilities, thereby supporting the agency's mission to ensure safe and reliable utility services in Washington State.
Work Details
The contractor will conduct eight separate two-day educational programs, each consisting of at least eight hours of instruction per day, across different areas of Washington State. Each class will accommodate a maximum of 20 participants, totaling 160 attendees. The training will cover:
1) How locating instruments work;
2) Different types of locating instruments;
3) Usage of locating instruments including current, receiver, and transmitter;
4) Troubleshooting techniques;
5) Managing locate tickets;
6) Definitions related to utility locating;
7) A required knowledge test for a two-year certification; and
8) A required practical skill test for certification.
Written course materials will be provided, including Spanish materials if needed. Upon completion, the contractor must submit an attendance list, a final report on the training conducted, feedback from attendees, and recommendations for program enhancement.
Period of Performance
The contract period is scheduled from October 1, 2025, to September 30, 2026. The agency reserves the right to extend the contract for up to three additional one-year periods.
Place of Performance
The training will be conducted in various locations throughout Washington State as determined by the UTC.
Bidder Requirements
Bidders must be licensed to do business in Washington State or commit to obtaining a license within thirty days if selected. They should have at least ten years of experience in underground utility locating and teaching experience. Knowledge about Chapter 19.122 RCW regarding Underground Utilities law is also required.
