US Hwy 12 - N. Clinton Street Intersection

Background
The Port of Walla Walla, in partnership with the City of Walla Walla and Walla Walla County, is seeking professional services for the US Highway 12 – N. Clinton Street Intersection Project. This project aims to design and construct a full grade-separated interchange and related improvements at the intersection, adhering to Washington State Department of Transportation (WSDOT) standards.

The initiative follows findings from a feasibility study conducted between 2018-2020, which focused on improving multimodal connectivity and addressing safety concerns in the area.

Work Details
The selected firm will perform or subcontract tasks including:
1. Surveying the project extents;
2. Conducting necessary geotechnical investigations and reporting;
3. Preparing and submitting an Intersection Control Evaluation (ICE) to WSDOT;
4. Facilitating revisions to WSDOT access control;
5. Leading community and stakeholder engagement;
6. Permitting and designing improvements including Environmental (NEPA/SEPA);
7. Developing preliminary (60%) plans for right of way definition;
8. Providing complete right of way (ROW) acquisition services compliant with WSDOT standards, including title reports, ROW maps, appraisals, and property staking.

Period of Performance
The contract will be approximately forty-eight (48) months in duration with options for extension as necessary.

Place of Performance
The project will be performed at the intersection of US Highway 12 and North Clinton Street in the City of Walla Walla.
