The Washington State Department of Natural Resources, hereafter called Agency/DNR , is initiating this Solicitation to solicit proposals to conduct on-the-ground data collection for the Urban Forest Inventory and Analysis (Urban FIA or UFIA) program in census-designated areas of Washington State.
Background
The Washington State Department of Natural Resources (DNR) is initiating this Solicitation to solicit proposals to conduct on-the-ground data collection for the Urban Forest Inventory and Analysis (Urban FIA or UFIA) program in census-designated areas of Washington State. This work will help fulfill Objective 1.1 of the 2023-2029 Urban and Community Forestry Strategic Plan as directed by RCW 76.15.100 (subsection 7).
The State of Washington, in partnership with the U.S. Forest Service, is beginning an annual long-term inventory of permanent Urban FIA plots to better understand and manage the urban forests of Washington State.

Work Details
The intent of this RFQQ is to procure Urban FIA data collection services under one or more contracts on 70 statewide plots which are randomly located within census-designated areas. The plot locations are primarily on private property which will require obtaining landowner access permission for data collection.
The work will involve conducting on-the-ground data collection for the Urban FIA Program, including locating plot locations, collecting inventory data, and transmitting data electronically to the Forest Service Pacific Northwest Research Station's Forest Monitoring and Assessment Program.
No analysis or interpretation of the data is required.

Period of Performance
The period of performance for the contract is tentatively scheduled to begin on or about April 10, 2024, and end on September 30, 2024. The Agency reserves the right to extend the contract for up to three additional one-year periods at its sole discretion.

Place of Performance
The services will be delivered statewide in census-designated areas in Washington State, including specific counties such as Asotin, Benton, Clark, Cowlitz, Franklin, King, Pierce, Snohomish, Spokane, Stevens, Thurston, Walla Walla, Whitman, and Yakima.
