Univ. of Washington, Power Purchasing Agreement, Haggett Hall Solar

Background
The Housing & Food Services Department (HFS) of the University of Washington is issuing this Request for Proposal (RFP) to establish a contract for the provision, installation, ownership, and maintenance of a photovoltaic system on the roof of Haggett Hall.

This new residence hall is expected to open for occupancy in Fall quarter 2027. HFS anticipates entering into a power purchasing agreement as part of this contract and is open to considering alternative financial and ownership models from suppliers.

Work Details
The contractor will be responsible for providing, installing, owning, and maintaining a photovoltaic system on the roof of Haggett Hall.

The proposal should include options for a power purchasing agreement as well as alternative business models and financial arrangements. The contractor must comply with all applicable federal, state, and local laws and regulations, including obtaining necessary permits and licenses.

Minimum qualifications include:
- Registration with Washington State’s Department of Labor & Industries (L&I)
- At least three years of experience in the photovoltaic industry
- Provision of references from similar projects
- Possession of necessary licenses and permits
- Appropriate bonding and insurance coverage.

Period of Performance
The timeline for the project includes:
- Initial design drawings due in January 2025
- Installation scheduled for January 2026
- Electrical final inspections in Summer 2026
- Operational/service agreement beginning in Summer 2026
- Commissioning also in Summer 2026
- Residents moving in from late Summer to late September 2027.

Place of Performance
The contract will be performed at Haggett Hall located at the University of Washington.
