Time and Attendance Software

Background
Spokane Public Schools is the largest school district in Eastern Washington, serving over 30,000 students across 60 facilities. The district is seeking a new Timekeeping and Attendance tracking solution to replace its current system, Timecard Online. The goal is to enhance efficiency through improved workflows and real-time insights into employee time and attendance while ensuring compliance with federal and state laws.

Work Details
The selected vendor will provide a comprehensive Time & Attendance solution that includes the following services:

- Electronic time entry/timesheet
- Time approval and processing
- Scheduling
- Leaves and absence management
- Mobile time entry application
- Reporting & analytics
- Implementation services
- Project management
- Software installation and configuration
- Integration and interface development
- Software modifications if necessary
- Training and knowledge transfer services
- Testing services
- Change management
- System documentation development
- Ongoing support and maintenance services.

The system must integrate seamlessly with the District’s ERP solution (PowerSchool BusinessPlus) and sub-calling solution (Red Rover). Additionally, optional hardware such as various types of time clocks may be included.

Period of Performance
The contract will be effective upon award through August 31, 2029. Spokane Public Schools reserves the option to renew the contract for two additional one-year periods until August 31, 2031.

Place of Performance
The contract will be performed at Spokane Public Schools facilities located in Spokane, Washington.

Bidder Requirements
Bidders must comply with specific requirements including maintaining insurance coverage (general liability insurance of at least $1 million per occurrence), providing a service level agreement guaranteeing 99.9% uptime for the hosted solution, and ensuring that all data resides in the United States. Vendors must also demonstrate experience with K-12 school districts in the U.S., provide a detailed implementation plan including project management services during implementation, and ensure compliance with security standards such as HIPAA.
