Description

Background
The Washington State Department of Children, Youth & Families (DCYF) is seeking qualified contractors to provide stakeholder engagement services. The goal of this contract is to solicit, collect, synthesize, and communicate stakeholder input regarding the implementation progress and adherence to trauma-informed, LGBTQIA+ affirming, and culturally responsive practices in systemic improvements related to the Kinship Engagement Unit, Family Group Planning, and Referrals and Transitions as part of the D.S. Lawsuit and Settlement Agreement.

Work Details
The contractor will be responsible for:

1. Soliciting stakeholder input from current and former foster youth, families, kin, tribes, community service providers, and other stakeholders.

2. Conducting virtual listening sessions with a minimum of 3 sessions for youth and 4 sessions for families/tribes/stakeholders.

3. Developing a project plan that includes methods for gathering written input through surveys and other accessible means.

4. Compensating individuals with lived expertise participating in the process according to suggested rates by the Washington State Office of Equity.

5. Finalizing a public report by February 28, 2027, summarizing feedback and recommendations from stakeholders.

Period of Performance
The contract will commence on March 20, 2026 or upon execution of the contract and will run through March 31, 2027. Amendments may extend the period up to two additional years.

Place of Performance
Services will be performed within the State of Washington.

Bidder Requirements
Bidders must be licensed to do business in Washington or commit to obtaining a license within thirty days if selected. They must have demonstrated expertise in working with youth in foster care within the past five years and access to a research hub capable of capturing data from stakeholders. Bidders must also comply with nondiscrimination laws and provide reasonable accommodations for individuals with disabilities.
