Sole Source contract Cardea Services-repost

Background
The Washington State Department of Health (DOH) is planning to award a sole source contract to Cardea Services for the provision of federally-funded State Personal Responsibility Education Program (PREP) services. The aim of this contract is to educate young people on both abstinence and contraception to prevent unintended pregnancies and sexually transmitted infections (STIs), including HIV/AIDS.

The program will replicate effective, evidence-based models that have been proven to delay sexual activity and increase the use of condoms or contraceptives among sexually active youth.

Work Details
Cardea Services will implement the Washington State Personal Responsibility Education Program (WAPREP), which includes recruiting Intervention Partners (IPs) such as school districts and juvenile justice facilities. The contractor will provide support in selecting and implementing Comprehensive Sexual Health Education (CSHE) curricula that utilize evidence-based interventions. Specific tasks include:

1. Creating a workplan/timeline for implementation.
2. Maintaining and updating the WAPREP website with relevant information.
3. Recruiting new IPs based on priority community criteria.
4. Providing support to at least five active IPs, including conducting site visits and readiness assessments.
5. Developing and delivering professional learning for staff based on needs assessments.
6. Exploring ways to expand WAPREP within existing resources.
7. Conducting evaluation activities, including providing evaluation support to IPs and managing data submissions.

Period of Performance
The contract period will commence on the Date of Execution, approximately October 22, 2024, and will continue until September 30, 2025, with potential extensions up to four years total based on funding availability.

Place of Performance
The services under this contract will be performed throughout Washington State, specifically targeting school districts, juvenile justice facilities, and other youth-serving organizations.
