Background
The City of Vancouver is seeking proposals from qualified vendors to provide a software solution that enables access to, extraction of, and analysis of data from iOS and Android devices. The Vancouver Police Department requires this tool to enhance forensic investigations, ensuring secure, comprehensive data retrieval and analysis from mobile devices. The software must meet high standards for data integrity, security, and legal compliance.
Work Details
The contract includes the following services:
- Comprehensive data extraction capabilities (physical, logical, and file system extractions).
- Access to encrypted or locked devices using advanced techniques within legal boundaries.
- Compatibility with a broad range of mobile devices and operating system versions.
- Ability to extract data from apps, call logs, messages, contacts, multimedia, and system files.
- Processing Search Warrant returns from companies like Google and Facebook.
- Retrieval of deleted and hidden data where feasible.
- Automation of categorization of extracted data.
- Provision of keyword searching, pattern recognition, and timeline visualization.
- Advanced analytics for identifying relationships and behavioral patterns.
- Generation of customized and exportable reports (PDF, CSV).
- Maintenance of chain of custody documentation.
- Strong encryption for data storage and transmission.
- Audit trails for all actions performed within the software.
- Compliance with local and international data privacy regulations.
All new data generated must be stored in a secure cloud environment with two separate tenants for sensitive cases.
Period of Performance

Insurance coverage requirements include Commercial General Liability ($1 million per occurrence) and Technology Errors & Omissions ($2 million). Additionally, vendors must ensure compliance with applicable laws regarding employment discrimination.
