Description

Each facility houses varying configurations of intrusion detection systems, fire panels, alarm systems, and environmental sensors, necessitating a flexible and capable monitoring solution.
Background
Public Utility District No. 1 of Benton County (the District) is seeking qualified vendors to provide professional 24/7 monitoring services for its multi-site security infrastructure. The goal of this contract is to ensure real-time surveillance, swift alert response, and comprehensive incident reporting across several facilities that house various security systems including intrusion detection systems, fire panels, alarm systems, and environmental sensors.

Work Details
The selected vendor will provide continuous monitoring services for the following systems at all District sites:
- Intrusion detection systems
- Fire systems
- Alarm systems
- Environmental sensors.

Monitoring services must include:
- Real-time event detection and immediate response coordination
- Multi-channel alert notification (SMS, email, phone)
- Coordination with local emergency services (law enforcement/fire)
- Regular system health checks and diagnostics
- Comprehensive incident documentation and reporting.

The vendor must integrate with existing Bosch B9512G-C intrusion panels and various fire panel systems located at different District sites including Silent Knight Model 5820 at the Operations Building, Fire-Lite MS-9200UDLS at the Prosser Facility, and Simplex 4002 at the Administration Building. Each site will undergo an onboarding phase that includes inventory documentation of all security systems, identification of priority alerts, testing of communications interfaces, and configuration of the vendor’s monitoring platform per site.

Period of Performance
The term of the proposed contract will be defined upon award but is expected to commence shortly after proposal evaluation and selection.

Place of Performance
The contract will be performed across multiple locations in Benton County, Washington including:
- Administration Building in Kennewick
- Operations Building in Kennewick
- Prosser Facility in Prosser
- Jump Off Joe Radio Site
- Umatilla Ridge Radio Site
- Prosser Butte Radio Site.

Bidder Requirements
Vendors must maintain an operational monitoring center with trained staff and follow escalation procedures for alerts. They are required to have insurance coverage including workers' compensation and general liability insurance with limits not less than $1 million. Vendors must also comply with prevailing wage laws as per Revised Code of Washington Section 39.12.
