Background
The Port of Bellingham is seeking proposals for Security Services for the fiscal years 2026 and 2027. The goal of this contract is to provide stable, highly qualified, unarmed, uniformed security protection for Port personnel and property. The Service Provider must adhere to all terms and conditions outlined in the Request for Proposals (RFP) and the attached Security Contract (Exhibit B).

Work Details
The scope of work includes providing security services for Port personnel and property, ensuring that all security personnel are unarmed and uniformed. Specific duties include:

- Staffing a front gate guard at Bellingham Shipping Terminal from 6 AM to 6 PM daily (totaling 84 hours per week).
- Providing a static guard at Fairhaven Station from 8 PM to 11 PM daily, responsible for perimeter and interior patrols.
- Conducting roving patrols twice daily at Fairhaven Station, including unlocking and locking up the station with interior and exterior sweeps.
- Maintaining detailed records of security personnel activities, incident reports, and staffing plans.
- Ensuring all employees are dressed in appropriate uniforms provided by the Service Provider, which must be neat and well-maintained.

Period of Performance
The initial term of the contract will commence on June 1, 2026, and will remain in effect through May 31, 2028. The contract may be extended for two additional one-year terms based on mutual agreement and budget appropriations.

Place of Performance
The services will be performed at various locations within Whatcom County, specifically at the Bellingham Shipping Terminal and Fairhaven Station.

Bidder Requirements
Bidders must have a minimum of three years’ experience in providing security services and must have successfully completed at least two contracts of similar size with public or private agencies. Additionally, all supervisory personnel must possess at least three years of recent experience in directing security services. Bidders must also provide proof of a valid Washington State business license (UBI), insurance coverage as specified in the RFP, and complete a Non-Collusion Affidavit Statement.
