Seaport Modernization Pier 3 Electrification

Work Requested:
The Seaport Modernization Pier 3 Electrification project involves delivering 2,000 KVA of electrical power to the Port's Pier 3 facility at Hewitt Terminal, located within the international seaport. The enhanced shore power will support ongoing industrial shipyard operations.

The scope of work includes, but is not limited to:

• Providing all necessary labor and materials
• Procuring required electrical equipment
• Demolition and excavation
• Placement of vaults
• Installation of conduits
• Coordinating with the local utility district
• Commissioning of electrical load and systems

This solicitation is issued by the Port of Everett.

Background:
The project site is situated within a restricted area of the international seaport at Hewitt Terminal. The upgraded electrical infrastructure will directly support industrial shipyard activities. The Pier 3 Electrification project is funded by Washington's Climate Commitment Act (CCA), which invests in climate pollution reduction, job creation, and public health improvements. Contract Requirements:
Bidders and their subcontractors must secure Transportation Worker Identification Credential (TWIC) cards prior to starting on-site work. The project site is adjacent to two Model Toxics Control Act (MTCA) sites (Weyerhaeuser Mill-A and Exxon/Mobil Site), both under Agreed Orders as established by the Department of Ecology Toxics Group.

Instructions on Submission:
Bidders attending the pre-bid meeting must bring government-issued photo identification. While TWIC cards are preferred, those without a TWIC card must arrange for a TWIC escort at least 48 hours before the pre-bid meeting by contacting Ashley Bisset at 425-388-0612 or Ashleyb@portofeverett.com.
