Background
The Washington State Parks and Recreation Commission is seeking a consultant team experienced in mountain biking trail design to create 100% bid-ready construction documents for modifications to the Upper 290 Mountain Bike Trail at Mount Spokane State Park. This project aims to address issues identified in an assessment report, including inadequate turning radii, trail intersections that fail to manage downhill speed, and erosion caused by volcanic ash soil. The goal is to enhance the trail's safety and sustainability while accommodating local mountain biking community preferences.

Work Details
The consultant will provide comprehensive services throughout several phases:

1. **Design Development**: Create drawings and documents based on the assessment report, considering materials, labor availability, construction sequencing, user safety, and maintenance requirements. Deliverables include a cost estimate and electronic copies of all construction documents.

2. **Construction Documents**: Prepare detailed drawings and specifications for bidding and contracting based on approved design development documents. This includes project administration, document checking, civil/structural/site design, specifications preparation, scheduling updates, and cost estimating.

3. **Bidding Phase**: Assist State Parks in obtaining bids and preparing contracts for construction. This involves organizing bidding materials, preparing addenda, participating in pre-bid conferences, analyzing substitutions proposed by bidders, and evaluating bids.

4. **Construction Contract Administration**: Oversee the administration of the construction contract including project administration functions, document checking, processing submittals from contractors, field observation during construction stages, and project closeout activities.

Period of Performance
The anticipated timeline includes a project kick-off meeting on May 13, 2025; completion of 30% design documents by August 28, 2025; 100% design documents by October 30, 2025; permit submissions by December 12, 2026; final construction documents by February 12, 2026; bidding from March 3 to March 31, 2026; with contract execution between April 1-15, 2026.

Place of Performance
The work will be performed at Mount Spokane State Park located in Washington State.

Bidder Requirements
Consultants must have an active professional license in Washington State and experience designing technical downhill directional mountain bike trails. They must also be registered to do business in Washington with a Universal Business Identifier (UBI) or be willing to obtain one. Additionally, consultants must demonstrate experience assembling construction documents typical for design-bid-build delivery methods.
