Background
The County, in partnership with the City of Seattle, is seeking proposals for a SMART Dispatch Service (the Service) aimed at providing an on-demand, coordinated dispatch system for wheelchair accessible vehicles (WAVs).
This initiative is part of a collaborative effort to meet community needs and support operational goals of WAV service providers.
The project will be overseen by King County's Records and Licensing Services Division (RALS) and aims to enhance accessibility for individuals requiring WAV services.
Work Details
The Contractor will develop, coordinate, and operate a fully functional SMART Dispatch Service that includes:
- An on-demand dispatch system for WAVs.
- Multiple accessible contact points for customers.
- System customization, testing, training of WAV drivers, and overall operation management.
- Compliance with King County regulatory oversights.
- A joint project management team from both the County and City to oversee implementation and ensure effective communication between jurisdictions.
Period of Performance
The contract is anticipated to last three years with the possibility of extending for up to two additional years based on mutual agreement between the County, City, and the awarded vendor.
Place of Performance
The services will be performed within the geographic boundaries of King County and the City of Seattle.

The Contractor must comply with various contracting requirements including:
- Non-discrimination provisions mandated by federal, state, and City laws.
- Maintenance of good standing with all applicable licensing requirements such as Washington State Business License and Seattle Business License.

- Establishing a comprehensive cybersecurity risk management program.
