RFP-Unarmed Security Services (Facilities and Revenue Vehicles)

Background
King County is seeking proposals from qualified suppliers to provide unarmed security guard services for two categories of work: at King County facilities and on-board revenue service vehicles. The goal of this contract is to ensure a high level of security that addresses public safety in a professional manner.

Work Details
The contractor will provide unarmed security personnel who must meet specific qualifications, including: US citizenship or legal residency, a minimum age of 21, a high school diploma or equivalent, and no felony or violent misdemeanor convictions. Security personnel must undergo thorough background checks and training.

The contractor is responsible for issuing uniforms, which must be clean and professional in appearance. Specific equipment to be provided includes:
- Four (4) leather/nylon belt keepers including:
- Nylon Handcuff Holster
- Nylon OC Spray holster
- Nylon Naloxone (Narcan) holster
- Nylon silent key holder
- Mechanical restraints (handcuffs) issued only after training.
- Body armor compliant with NIJ standards, worn under the uniform shirt.
- Officers must carry Contractor-issued OC Spray and mechanical restraints, used only as per the County’s Use of Force Policy. The contractor will also provide necessary training for all personnel assigned to the County account.

Period of Performance
The contract period will commence upon award and continue for an initial term as specified in the solicitation documents, with potential options for renewal based on performance.

Place of Performance
Services will be performed at various King County facilities and on-board revenue service vehicles throughout King County.
