Background
King County's Department of Natural Resources and Parks (DNRP) Solid Waste Division (SWD) is seeking proposals from qualified systems integration consulting firms to provide technical services in the area of controls engineering. The goal is to support process improvement, programming, automation, hardware and software, and systems integration with small-scale Supervisory Control and Data Acquisition (SCADA) networks. The selected contractor will assist in upgrading SCADA systems for monitoring and controlling solid waste facilities throughout King County, which serves approximately 1.3 million residents.
Work Details
The contractor will provide services including:
- Programming Rockwell PLCs and HMIs independently.
- Troubleshooting electrical issues, programming, and assessing pumps, motors, controllers, relays, wiring, and sensors.
- Modifying existing software settings/configurations for control servers and communication systems.
- Conducting annual assessments of SCADA and Building Automated Systems (BAS), documenting findings and recommendations.
- Providing over-the-shoulder support to County staff and interfacing with electrical contractors.
- Implementing integrated solutions for data collection and distribution throughout SWD.
The work also includes managing the integration of new technology with existing equipment, planning for system expansion, phasing out antiquated technologies, programming hardware/software including ladder logic and HMI screens, maintaining SCADA system calibration, installing software updates, and preparing maintenance manuals.
Period of Performance
The contract term is five (5) years from the date of award.
Place of Performance
Services will be performed at various solid waste facilities throughout King County including Cedar Hills Landfill, Vashon Landfill, Enumclaw Landfill, Hobart Landfill, Puyallup/Kit Corner Landfill, Duvall Landfill, as well as multiple transfer stations.
Bidder Requirements
Proposers must meet the following qualifications:
- A minimum of three (3) programmers capable of programming Rockwell PLCs and HMIs independently.
- A minimum of two (2) technicians local to King County.
- A minimum of two (2) remote technicians available for support.
- At least fifty percent (50%) of the staff assigned to the contract must have been with the firm for two (2) or more years.
