RFP- Strategic ERP Roadmap Consultant

Background
King County's Business Resource Center (BRC) is seeking a qualified consulting partner to develop a strategic ERP Roadmap. This initiative aims to position the County for transformation and readiness to invest in next-generation ERP systems and services, aligning with the County's mission and strategic goals. King County is a multi-purpose government entity located in Washington State, serving over 2.34 million residents across various public services.

Work Details
The consultant will deliver a comprehensive ERP roadmap that includes:

- Mid-to long-term planning options (3–5 years)
- Estimated costs, value, risks, and implementation steps for recommended options
- Dependencies and consequences of each alternative
- Recommendations for automation, innovation, and accessibility
- Alignment with King County’s values and strategic goals
- Stakeholder engagement processes
- Change management plans
- Governance assessments
- Workforce planning recommendations
- Budget analysis
- Capability mapping
- Technology assessments
- Strategic analysis and recommendations including metrics and performance indicators.

Deliverables include an executive summary, stakeholder engagement summary, governance analysis, workforce analysis, budget context, capability maps, technology assessment reports, change management plans, and implementation paths.

Period of Performance
The contract work shall not exceed six (6) months after initiation and must be completed before December 31, 2026.

Place of Performance
Work will be performed both remotely and on-site at King County facilities.

Bidder Requirements
Proposers must demonstrate prior experience in similar engagements with public sector clients. They are required to provide client references from similar projects. Proposals must include a pricing worksheet with two all-inclusive rates for on-site and off-site work. Compliance with King County's Small Contractors and Suppliers (SCS) requirements is mandatory.
