RFP- Strategic ERP Roadmap Consultant

Background
King County's Business Resource Center (BRC) is seeking a qualified consulting partner to develop a strategic ERP Roadmap that positions the County for transformation and readiness to invest in next-generation ERP systems and services. The BRC serves as the County’s ERP competency center, managing various enterprise systems that support the County's business functions. King County is a multi-purpose government with approximately 18,000 employees, providing a wide range of services across its 2,131 square miles.

Work Details
The consultant will develop a comprehensive ERP roadmap that includes mid-to long-term planning options (3–5 years), estimated costs, value, risks, and implementation steps for recommended options. The roadmap should align with King County’s values and strategic goals while considering political cycles and budget timing. Key tasks include stakeholder engagement, change management planning, governance assessment, workforce planning, budget analysis, capability mapping, technology assessment, and strategic recommendations.

Deliverables include an executive summary, stakeholder engagement summary, governance analysis report, workforce analysis report, technology assessment report, and implementation paths with timelines.

Period of Performance
The work shall be completed within six (6) months after the initiation of work and must be finished before December 31, 2026.

Place of Performance
Work will take place both remotely and on-site at King County facilities.

Bidder Requirements
Proposers must demonstrate prior experience performing similar work for public sector clients. They are required to provide client references from similar engagements and must comply with King County's Small Contractors and Suppliers (SCS) Utilization Requirements. Proposals must include evidence of client satisfaction and detailed resumes of assigned resources.
