Background
The King County Office of Emergency Management (KCOEM) is responsible for emergency management for unincorporated residents and coordinates with the 39 cities within King County. The agency aims to establish a robust mass notification alert system to provide timely notifications during emergencies to the public, response entities, and local jurisdictions. KCOEM currently uses a system provided by Emergency Communications Network (now OnSolve) and seeks to enhance its capabilities to ensure effective communication during emergencies.

Work Details
The contractor will provide a high-speed mass notification system capable of sending alerts to hundreds of thousands of recipients. Key features include:

1. Notification via voice, text, email, TDD/TTY.
2. Voice recording features.
3. Conference calling capabilities.
4. Polling features.
5. Integration with FEMA's Integrated Public Alert and Warning System (IPAWS).
6. Ability to send Emergency Alert System (EAS), Wireless Emergency Alerts (WEA), and Reverse 911 messages.
7. Geographic mapping for geo-targeting messages.
8. Support for multiple users and administrators.
9. Internal notifications for King County departments and local jurisdictions, as well as external notifications using various databases and a public opt-in page for community registration.
10. Reporting capabilities to analyze message delivery success rates.

Period of Performance
The contract will be established for a term of 10 years, subject to termination clauses and potential extensions if deemed beneficial for King County.

Bidder Requirements
Proposers must have at least five years of industry experience with three successful implementations in public/government sectors. The solution must be a Software as a Service (SaaS) with the ability to create at least 10 unique system accounts and maintain 99.99% availability without downtime due to failover.
