Background
The City of Washougal is seeking proposals for General Contractor/Construction Manager (GC/CM) services for the Washougal Public Safety Complex project. This project involves a multi-phased replacement of Fire Station 43, originally built in 1974 and extensively modified. The existing facility faces issues such as frequent flooding and does not meet current health and safety standards. The scope of work includes:
1. Renovations to the Silver Star Search and Rescue Building to accommodate temporary dorms, update appliances, add built-in desks/worktops, modify rollup doors for fire engines, and create a decontamination area.

3. Construction of the new Fire Station 43, which will include:
- Apparatus Bay with shop, SCBA room, decontamination room, storage, and turnout room.
- Housing facilities with bunks, restrooms with showers, lockers, and kitchen/dayroom.
- Operations area with offices, conference room, server/IT room, and workroom.
- Community services area including a community/training room, lobby/reception area, and public restrooms.
- Shared fitness room.
4. Additions to the Washougal Police Station including a break room, copy/work room, and soft interview room.
5. Renovation of police station facilities such as records rooms and detective offices.
Period of Performance
The contract period is expected to begin immediately upon selection of the GC/CM firm and extend through completion and close-out of the project by October 2027.
