Description
Background
The University of Washington is seeking to procure an electronic employment reference verification service to enhance its hiring and recruitment processes. The goal of this project is to streamline, standardize, and improve the efficiency, consistency, and compliance of employment reference checks across the Finance, Planning & Budgeting (FPB) department.
Work Details
The service will replace or reduce manual reference collection processes by providing a secure, automated platform that collects, validates, and reports reference information from candidate-designated referees. Key requirements include:
- Ability to collect multiple references per candidate.
- Both catalog and configurable questionnaires (required and optional questions).
- Automated notifications and reminders.
- Role-based access controls.
- Accessibility for candidates and referees (browser-based, no account creation required for referees).
Technical requirements include:
- Cloud-hosted solution with high availability.
- Compliance with UW-IT security standards and applicable privacy laws.
- Secure data transmission and storage.
Performance requirements involve supporting concurrent users across multiple departments with reasonable system response times and uptime commitments, as well as scalability to accommodate varying hiring volumes.
Period of Performance
The contract will be effective upon award and may be extended on a month-by-month basis beyond the initial term at the current rate to facilitate the establishment of a new contract.
Place of Performance
The services will be performed in Washington State.
Bidder Requirements
Vendors must satisfy minimum qualifications stated in the RFP and be available for work in Washington State. Participation by firms certified by the Office of Minority and Women’s Business Enterprises (OMWBE) is encouraged, with established annual procurement participation goals of 6% MBE and 4% WBE. Additionally, participation by small businesses as defined by the U.S. Small Business Administration is encouraged with voluntary goals set at 15% SB/SDB/WOB.
