RFP - Detention Center Ballot Initiative Communications

Background
Island County, Washington, is seeking a qualified consultant to develop a communications plan and outreach materials aimed at educating the community about a proposal to replace the existing Island County Jail, built in 1972. The current facility is undersized and lacks adequate rehabilitation and mental health treatment services.

The County aims to construct a larger facility that addresses these issues and includes programs to reduce recidivism. This project is part of the County's efforts to inform elected officials and staff, equipping them with resources for effective community education ahead of a ballot measure for funding the jail replacement.

Work Details
The consultant will be responsible for creating a comprehensive communication plan and messaging strategy. Key components of the work include:
1. Meeting with the Jail Replacement Steering Committee and County Administrator to understand the project.
2. Developing draft messaging materials for review by the County.
3. Revising and finalizing messaging materials.
4. Creating a communication plan that outlines various delivery methods, media channels, and a timeline for key message dissemination prior to the vote.
5. Assisting with the implementation of the communication plan leading up to the election.

Period of Performance
The project will commence upon contract completion and extend until early to mid-2026, coinciding with an anticipated election date.

Place of Performance
The work will primarily take place in Coupeville, Washington, where the existing jail is located.
