RFP-Computer Aided Dispatch System

Background
The King County Sheriff’s Office (KCSO) is seeking to implement a state-of-the-art Computer-Aided Dispatch (CAD) system to enhance public safety operations and optimize emergency response.

The CAD system will integrate with existing infrastructure to support KCSO and partnering agencies, ensuring efficient and effective law enforcement services across diverse communities in King County, Washington. This initiative aims to improve operational capabilities, enhance public safety, and meet the unique needs of various jurisdictions serviced by KCSO.

Work Details
The selected Contractor will deliver a CAD system that meets the following objectives:
1. **System Design and Configuration**: Tailored to KCSO’s requirements, supporting multi-agency operations and regional emergency coordination.
2. **Integration and Compatibility**: Must integrate with existing systems such as Records Management System (RMS), Geographic Information System (GIS), 9-1-1 call processing, and radio communications systems.
3. **Essential Features**: Real-time incident creation, tracking, advanced mapping with GIS integration, analytics for resource optimization, secure role-based access control compliant with FBI CJIS Security Policy.
4. **Training and Documentation**: Comprehensive training programs for all relevant personnel along with user manuals and technical documentation.
5. **Support and Maintenance**: 24/7 support during the contract period including routine updates.
6. **Call Management Features**: Capture 9-1-1 calls, verify addresses for accurate tracking, assign priority levels based on urgency.
7. **Resource Management Features**: Track personnel and equipment availability, manage shift rosters.
8. **Incident Management Features**: Push updates to officers, track incident status in real-time, maintain searchable incident history.
9. **Security Features**: Secure communication protocols, audit trails for accountability.

Period of Performance
The contract will be performed over a period of five (5) years from the date of award.

Place of Performance
The contract will be performed primarily at the King County Sheriff’s Office facilities located in or near Seattle, Washington.

Bidder Requirements
Proposers must demonstrate expertise in developing CAD systems that meet specified requirements including compliance with FBI CJIS standards. Proposals must include a signed letter of acceptance regarding compliance with contract terms and conditions. Additionally, proposers are encouraged to provide sustainable solutions that align with King County's Sustainable Purchasing Policy.
