Background
The King County Sheriff’s Office (KCSO) is seeking to implement a state-of-the-art Computer-Aided Dispatch (CAD) system to enhance public safety operations and optimize emergency response.
The goal of this Request for Proposals (RFP) is to establish a contract for the provision of goods and/or services that will support KCSO's mission of ensuring public safety across its jurisdiction, which includes unincorporated areas and various municipalities within King County, Washington.
Work Details
The selected contractor will deliver a CAD system that meets the following requirements:
- System Design and Configuration tailored to KCSO’s needs, supporting multi-agency operations.
- Integration with existing systems such as Records Management System (RMS), Geographic Information System (GIS), 9-1-1 call processing, and radio communications.
- Essential features including real-time incident creation, advanced mapping with GIS integration, analytics for resource optimization, and secure role-based access control compliant with FBI CJIS Security Policy.
- Comprehensive training programs for all relevant personnel along with user manuals and technical documentation.
- 24/7 support during the contract period, including routine software updates and patches.
Specific functionalities include call management features, resource management tools, incident management capabilities, officer safety features, integrated messaging capabilities, mobile data computer integration, security compliance features, and advanced technologies such as IoT integration and machine learning.
Period of Performance
The contract will be for a term of five (5) years from the date of award.
Place of Performance
The services will be performed primarily in King County, Washington.
Bidder Requirements
Proposers must comply with King County Code regarding historic compliance with environmental laws and labor regulations.
Additionally, proposals must meet the requirements for equal employment opportunity as per Ordinance 14823 for contracts valued at $25,000 or more.
