RFP-Circular Economy and Zero Waste of Resource Services

Background
King County is soliciting proposals from qualified suppliers to provide the King County Solid Waste Division (SWD) with circular economy projects, research, programs, and technical services on a Work Order basis.

The mission of the SWD is to create healthy, safe, and thriving communities in a waste-free King County while protecting the environment and conserving natural resources. This RFP aims to establish a contract that supports the Zero Waste of Resources (ZWoR) goal, which focuses on preventing or diverting valuable products and materials from entering landfills by 2030.

Work Details
The selected consultant(s) will be responsible for providing services related to:
A. Circular economy initiatives;
B. Waste prevention, reuse, recycling, and consumption reduction;
C. Extended Producer Responsibility and product stewardship;
D. Material market analysis and development;
E. Environmental policy analysis, lobbying, and outreach;
F. Equity and social environmental justice;
G. Solid waste system research and evaluation including material recovery and waste processing.

The consultant will also manage multiple Work Orders simultaneously, ensuring project management that includes progress reporting, budget management, equity considerations in subcontracts, meeting coordination, and compliance with King County policies.

Period of Performance
The term of the contract will be five (5) years from the date of award.

Place of Performance
Services will primarily be performed within King County.

Bidder Requirements
Proposers must demonstrate qualifications in solid waste management and environmental research. They should also commit to equity and social justice principles as outlined in King County's strategic plans.
