Background
The University of Washington Division of Campus Community Safety is issuing this Request for Proposal (RFP) to find an experienced consultant to conduct a staffing analysis for the UW Police Department (UWPD).

The UWPD is facing challenges such as changing attitudes toward law enforcement, increased campus size, a limited pool of qualified candidates, and complex service demands. This analysis aims to forecast staffing needs over the next 15 years, allowing for appropriate planning and budgeting.

Work Details
The selected consultant will conduct a Police Staffing Study that includes:
1. Reviewing and evaluating current operations, including call types and demands on staff time.
2. Benchmarking public safety staffing against peer institutions.
3. Analyzing UWPD staffing trends over the past 15 years.
4. Collecting information on potential environmental and regulatory changes affecting staffing needs.
5. Assessing cultural expectations around safety and law enforcement.
6. Conducting interviews with current employees to gather perspectives on staffing needs.

The final deliverables will include a detailed report with findings, strengths and weaknesses of the department, recommendations for future staffing levels, and metrics for ongoing evaluation.

Period of Performance
The contract work is intended to commence upon execution of the contract and continue until September 1, 2025, with potential extensions for additional 12-month periods.

Place of Performance
The work will primarily be conducted at the University of Washington's Seattle campus.
