RFP 325-437 Mt Adams Area Snow Removal

Background
The Washington State Parks and Recreation Commission’s Winter Recreation Program is seeking proposals from qualified firms to provide snow plowing and removal services in selected areas to the south and west of Mt. Adams in the Mt. Adams Ranger District of the Gifford Pinchot National Forest, covering Skamania, Yakima, and Klickitat Counties in Washington State.

This program has been operational for 40 years, providing access to winter recreational activities for thousands of people across the state, including cross-country skiing, snowmobiling, and other snow-based activities.

Work Details
The contractor will be responsible for snow removal services at five designated Sno-parks:

1) Atkisson Sno-Park - plow entry road (0.4 miles) and parking lot (20 spaces);
2) Flattop Sno-Park - plow entry roads and parking area (70 spaces), estimated total access mileage of 2.4 miles;
3) Pineside Sno-Park - plow entry and exit roads (0.1 miles) with 20 spaces;
4) Snow King Sno-Park - plow entry road (2.5 miles) with 35 spaces;
5) Smith Butte Early Season Sno-Park - plow entry road (4.1 miles), only when conditions warrant.

The contractor must also provide a detailed plan of operations, including equipment descriptions, back-up plans for equipment failure, proof of ownership/control of equipment, and experience in similar services.

Period of Performance
The contract will span five winter seasons from December 1, 2024, through April 30, 2029.

Place of Performance
The services will be performed in the Mt. Adams Ranger District of the Gifford Pinchot National Forest located in Skamania, Yakima, and Klickitat Counties in Washington State.
