RFP 25-22 - Wet Well Cleaning & Disposal Rebid

Background
The City of Mercer Island is seeking proposals for Wet Well Cleaning & Disposal Services at sixteen sewer pump stations located around Mercer Island, WA. The last cleaning occurred in July 2018. The goal is to establish a contract through competitive bidding to ensure the necessary personnel, equipment, labor, materials, and supplies are provided for this service.

Work Details
The contractor will be responsible for:
1. Cleaning wet wells at the following locations:
- PS 1 (8002 SE 20th St)
- PS 4 (2239 60th Ave SE)
- PS 10 (9036 N Mercer Way)
- PS 13 (3897 W Mercer Way)
- PS 14 (4315 Forest Ave SE)
- PS 15 (4765 Forest Ave SE)
- PS 16 (5495 W Mercer Way)
- PS 17 (6415 77th Ave SE)
- PS 18 (7220 Holly Hill Dr)
- PS 19 (7697 W Mercer Way)
- PS 20 (8790 85th Ave SE)
- PS 21 (8000 Avalon Dr)
- PS 22 (6223 E Mercer Way)
- PS 23 (5406 96th Ave SE)
- PS 24 (4606 E Mercer Way)
- PS 25 (4266 E Mercer Way).
2. Removal and disposal of all debris from the wet wells at legally permitted sites.
3. Ensuring that existing control sensors in each wet well are protected during operations.
4. Conducting barge operations where necessary for access to certain sites, complying with all local, state, and federal regulations.
5. Providing all necessary equipment including vactor trucks and vacuum trailers for effective cleaning.

Period of Performance
The work is expected to commence upon receipt of the Notice to Proceed and must be completed within thirty working days, anticipated between May and July of 2025.

Place of Performance
The services will be performed at various sewer pump stations located on Mercer Island, WA.

Bidder Requirements
Bidders must have a current contractor registration in Washington State, a Unified Business Identifier number, industrial insurance coverage for employees working in Washington, an Employment Security Department number, and a Department of Revenue excise tax registration number. Bidders must also not be disqualified from bidding on public works contracts under relevant RCWs.
