Background
The State of Washington, through the Office of the Insurance Commissioner (INS), is seeking to lease approximately 59,366 BOMA Rentable Square Feet of office space in Thurston County.
The goal of this Request for Proposals (RFP) is to identify a suitable facility that meets the operational needs of the agency and complies with specific requirements outlined in the solicitation.

Work Details
The selected proposer will provide office space that meets the following specifications:
- **Location**: General Area of Thurston County, with preference for the downtown core areas of Olympia, Lacey, or Tumwater.
- **Space Type**: Office space with an approved rentable area of 59,366 BOMA Rentable Square Feet.
- **Parking**: Proposals must comply with jurisdictional parking codes and may include additional parking options. Five or more Level II Electric Vehicle Charging Stations with two charging heads each are preferred.
- **Lease Term**: An initial full term of five years is required, with options for extensions up to ten years.
- **Lease Commencement Date**: April 1, 2028.
- **Special Requirements**: Infrastructure for a backup generator must be provided to support critical agency operations. Proposals should ensure compliance with accessibility standards and provide adequate facilities for public and staff meetings.

Period of Performance
The lease will commence on April 1, 2028, with an initial term of five years.

Place of Performance
Thurston County, Washington, specifically within the downtown core areas of Olympia, Lacey, or Tumwater.

Bidder Requirements
Proposers must demonstrate compliance with prevailing wage laws as per RCW 39.12 and provide documentation regarding their ability to meet all specified requirements including accessibility standards and infrastructure capabilities.
