Request For Proposals - 2026 Water System Leak Detection - Pressure Zone 3

Background
The City of Walla Walla is seeking proposals from qualified companies licensed in the State of Washington to perform leak detection services on its transmission and distribution systems. This initiative aims to enhance the efficiency and reliability of the city's water distribution system, which is primarily metallic and consists of ductile iron, cast iron, and steel.

Work Details
The contractor will conduct leak detection for Pressure Zone 3, which includes approximately 73 linear miles of mainline, 2,002 valves, 5,176 meters, 5,803 laterals, and 526 fire hydrants. The scope of work includes:

1. Project Kickoff and Coordination: Attend a kickoff meeting with city staff within 14 days after contract award; review maps and previous leak history; coordinate fieldwork schedule; a City employee will be present during work hours (Tuesday to Friday from 7:00 am to 5:00 pm).

2. Leak Detection Survey: Utilize advanced technology (GPR, acoustic leak detection) to locate leaks on all main lines and service lines; confirm leaks with multiple methods; accuracy within two feet 90% of the time.

3. Leak Confirmation and Documentation: Document each leak with GPS coordinates, severity, estimated water loss; submit completed forms weekly; provide a GIS-compatible shapefile with leak data; return for verification after repairs are made within 150 days; submit a final report summarizing findings within 10 calendar days after fieldwork completion.

Period of Performance
The contract work is expected to be completed by July 31, 2026.

Place of Performance
The work will be performed in Pressure Zone 3 of the City of Walla Walla's water distribution system.

Bidder Requirements
Bidders must have a Washington State business license and applicable City business license. They should have staff located within 500 miles of the project site and proven experience with similar work on at least five projects within the last three years. Additionally, bidders must provide general liability insurance of at least $2 million aggregate and automobile liability insurance of at least $1 million per accident.
