Recycle Right: Cart Tagging Initiative

Background
The Department of Ecology is soliciting bids for consulting services to develop and execute a cart tagging initiative for the purpose of reducing contamination in the recycling stream. Ecology seeks proposals from experienced contractors with a solid track record of planning and executing cart tagging projects. The ultimate goals of the project are to perform cart tagging in multiple communities across Washington State, reduce contamination in the curbside recycling stream, measure and evaluate the effectiveness of the cart tagging initiative, and include equity and environmental justice considerations in the project design.

Work Details
The contractor is expected to provide consulting services to develop and execute a cart tagging initiative. This includes planning and executing cart tagging projects, performing cart tagging in multiple communities across Washington State, reducing contamination in the curbside recycling stream, measuring and evaluating the effectiveness of the cart tagging initiative, and including equity and environmental justice considerations in the project design. The contractor is expected to produce both a written and presentation deliverable with specific recommendations as outlined in Appendix F: Scope of Work.

Period of Performance
The period of performance for any resulting contract from this RFP is from date of award to June 30, 2025, with a possible extension for up to one (2) year period if additional funding is obtained by Ecology. The total contract term may not exceed three (3) years unless an emergency exists or special circumstances require a partial term extension. The actual Project Schedule and period of performance may vary depending on the Apparent Successful Bidder’s response and Contract negotiations.

Place of Performance
The contract work will be performed in multiple communities across Washington State.
