Background
The King County Library System (KCLS) is one of the busiest library systems in the United States, serving 1.2 million residents through 48 staffed community libraries, an institutional library, and 17 mobile service vehicles. Established in 1942, KCLS operates under the laws of Washington State and is governed by a seven-member Board of Trustees. This rebranding initiative is fully funded by a KCLS Foundation grant.
Work Details
The project involves a comprehensive rebranding initiative for both the King County Library System and the KCLS Foundation. Key tasks include:
1. Gathering insights (February 2026)
2. Developing positioning and reasons to believe (RTBs) (February/March 2026)
3. Creating a creative brief (March 2026)
4. Conducting creative development over three rounds (April-May 2026)
5. Testing (if needed)
6. Delivering new logos and a Brand Book detailing logo usage, fonts, color palette, do's & don'ts (June-August 2026)
7. Providing proof of concept (September-October 2026).
The selected firm will work closely with KCLS's Communications & Marketing Director, Marketing Manager, and Graphics Manager.
Period of Performance
The contract will commence on February 2, 2026, and is expected to be completed by October 31, 2026.

The services will be performed within King County, Washington.
Bidder Requirements
Proposers must have experience with similar job scopes and have been in business under their current name for at least five years. They should possess experience working with governmental agencies and manage contracts requiring Washington State Prevailing Wage rates. Additionally, proposers must provide at least three client references from similar scopes of work within the last three years, maintain good standing with the Better Business Bureau or Department of Labor & Industries, and demonstrate the ability to provide all necessary licenses and permits.
