Pre-Employment Transition Services

Background
The contract is issued by the State of Washington Department of Social and Health Services (DSHS) to provide Pre-Employment Transition Services (Pre-ETS) to students with disabilities.
The goal is to assist these students in exploring career paths and learning essential employment skills through various activities.
This initiative aligns with the agency's mission to support individuals with disabilities in achieving their vocational goals.

Work Details
The contractor will provide five categories of Pre-ETS services:
1) Job Exploration Counseling, which includes activities that promote informed decision-making regarding career options;
2) Work-Based Learning Experiences, offering real work opportunities;
3) Counseling on Opportunities for Enrollment in Comprehensive Transition or Post-Secondary Educational Programs;
4) Workplace Readiness Training, focusing on social and independent living skills;
5) Instruction in Self-Advocacy, teaching students to articulate their needs and request necessary accommodations.
Each service will be delivered in-person and must not duplicate services provided by schools.
Specific deliverables include maintaining logs of student participation, providing reports on service outcomes, and ensuring compliance with DSHS guidelines.

Period of Performance
The contract period spans from October 1, 2026, to September 30, 2028.

Place of Performance
Services will be provided within the State of Washington, specifically targeting local educational agencies and community settings where students are located.

Bidder Requirements
The contractor must complete background checks for all personnel who may have unsupervised access to students.
They must also comply with federal and state civil rights laws, maintain confidentiality of student information, and ensure that all services are accessible to students from diverse backgrounds.
Additionally, the contractor must obtain parental or guardian consent for each student participating in the program.
