Background
The Office of Superintendent of Public Instruction (OSPI) in Washington State intends to award a sole source contract to Seattle University, specifically their Center for Change in Transition Services (CCTS). This contract aims to provide technical assistance on secondary transition supports for students with disabilities and to serve as a data collection and reporting partner for post-school outcome data.

The partnership with CCTS has been ongoing for decades, focusing on improving transition services and outcomes for students with disabilities as mandated by the Individuals with Disabilities Education Act (IDEA).

Work Details
The contractor will provide the following services:
1. Training and technical assistance around quality IEP components aligned with Indicator B13, aimed at improving post-school outcomes (B14).
2. Update and maintain online training modules related to transition services.
3. Conduct up to eight training sessions for stakeholders.
4. Update the back-end code of the Post-School Survey platform and ensure timely data collection.
5. Review and report on data from the Post-School Survey, including breakdowns by graduation pathway, race/ethnicity, disability, and agency connections.
6. Participate in interagency workgroups and state-level transition meetings.
7. Share resources with OSPI, Educational Service Districts (ESDs), and other partners.

Period of Performance
The contract will commence on December 10, 2024, following approval by the Department of Enterprise Services (DES), and will continue through September 30, 2025.

Place of Performance
The services will be performed primarily in Washington State.
