Planning Services for the CBP3 for Stormwater Retrofits Project

Background
The King County Department of Natural Resources and Parks, Water and Land Resources Division is seeking professional services to conduct market and procurement research for a Multi-Jurisdictional Community-Based Public-Private Partnership (CBP3) aimed at stormwater retrofits. The project addresses the significant issue of polluted runoff in Puget Sound, with an estimated 118 billion gallons entering the water each year. The goal is to develop a regional stormwater retrofit program that improves existing infrastructure and complies with state regulations while overcoming financial barriers related to stormwater management.

Work Details
The contractor will provide services including conducting market research, developing draft materials such as a scope of work and evaluation criteria for proposals, assessing municipal permittee interest in CBP3 contracts, identifying legal and regulatory challenges, and creating outreach plans. Specific tasks include:

1. Project Administration: Manage project scope, schedule, budget, and prepare monthly progress reports.

2. Market Research: Review existing information, conduct interviews with municipal permittees, and perform outreach to community partners.

3. Procurement Evaluation: Develop a procurement evaluation technical memorandum that includes performance measures and payment ranges for stormwater outcomes.

4. RFP Development: Draft an RFP for stormwater retrofit projects based on findings from the procurement evaluation.

Period of Performance
The contract is expected to be executed by February 2026 with RFP development scheduled for completion by June 2028.

Place of Performance
The contract will be performed in King County, Washington.

Bidder Requirements
Proposers must demonstrate compliance with King County's requirements regarding living wages, equal benefits for employees with spouses and domestic partners, and adhere to environmental compliance standards as set forth in King County Code. Additionally, there are voluntary goals for Minority Business Enterprise (MBE) participation set at 10% and Women’s Business Enterprise (WBE) participation at 4%.
