Background
The City of Woodinville is seeking proposals for a Permit Management Software Upgrade to enhance its permitting processes. The Development Services Department (DSD) oversees land use, design, construction, and housing standards within the city. The current software, Accela, has been in use since 2018 and requires an upgrade to improve operational efficiency and customer experience.
The city processed numerous permits and inspections in 2025, indicating a need for a modern solution that can handle various permit types and integrate with existing systems.
Work Details
The selected vendor will provide a comprehensive commercial off-the-shelf Permit Management Software Solution that includes:
1. Permit tracking, digital plan check, inspection services, engineering review, code enforcement, workflow management, and reporting functionalities.
2. Integration with GIS data for permit management including parcel-based searches and automated notifications based on zoning laws.
3. A public-facing interactive map/app for community members to view permit histories and statuses.
4. Role-based access for external users such as consultants and the public.
5. Dashboard reporting capabilities to track project progress and staff workload.
6. A web portal for both public applicants and internal city staff to manage applications, payments, document uploads/downloads, and notifications.
7. Mobile field inspection capabilities with offline work support.
8. Data migration from the existing Accela system including all structured data and documents.
Period of Performance
The contract is expected to begin immediately upon execution with an estimated budget of $250,000 for the entirety of the project.

The services will be performed within the City of Woodinville.

Vendors must be registered in Public Purchase to submit proposals electronically by the due date of July 23, 2026. Certified Veteran Owned, Small Owned, or OMWBE Certified minority or women-owned businesses are encouraged to apply.
