Description

The City of Port Angeles is requesting statement of qualifications from firms that can assist with the City in creating a Pavement Management Plan (PMP) report identifying street maintenance priorities within city limit. Statement of qualifications are due Thursday, August 8, 2024 by 5:00 PM, Pacific Time.
Background
The City of Port Angeles is responsible for the repair and maintenance of approximately 156 centerline miles of streets, representing roughly 311 lane miles, and including 1,777 sections. The average overall network Pavement Condition Index (PCI) of the City’s street network is currently 32, indicating a 'Poor' condition. The City is seeking engineering support services to develop a Pavement Management Plan (PMP) report that will identify street maintenance priorities and improve the overall condition of the street network to an optimal PCI in the range of 60 to 80.

Work Details
The consultant will perform a semi-automated Pavement Condition Index (PCI) survey using Dynatest Pavement Condition Survey System (PCSS) on approximately 311 lane miles of roads and alleys. The scope includes:

1. **Pavement Management Plan – Budget Options Report**: This report will include an executive summary, purpose, existing pavement condition, present cost to repair the street network, future expenditures for pavement maintenance, budget needs, budget scenarios, current pavement maintenance practices, and recommendations.

2. **Pavement Condition Survey**: Conduct semi-automated surveys including high-definition images and pavement profile measurements with GPS accuracy.

3. **Survey Major Arterial Streets**: Ensure complete inventory documentation with data verification processes as specified in an approved Quality Control Plan (QCP).

4. **Utilize Existing GIS Data**: Incorporate approximately 156 centerline miles of roads into the analysis.

5. **GIS Data Linked to StreetSaver Database**: Ensure proper segmentation and attributes are included in GIS data for StreetSaver compatibility.

6. **Distress Rating Strategy**: Implement a strategy for rating distress based on pavement section lengths.

7. **Update Existing StreetSaver Database**: Utilize distress data to update the City’s existing database and provide shapefiles showing distress locations.

Period of Performance
The contract is projected to be awarded in September 2024 with a performance period of 8 months.
