Olympic Heritage Behavioral Health Facility

Background
The Health Care Authority (HCA) of Washington State is issuing this Request for Proposals (RFP) to solicit proposals from organizations interested in operating acute psychiatric residential or inpatient services at the Olympic Heritage Behavioral Health facility in Tukwila, Washington.

The facility aims to provide short-term residential behavioral health services for individuals, particularly those with a history of criminal legal involvement, and to reduce the number of individuals accessing treatment through the criminal legal system. The project is funded by the state legislature's appropriation in 2024, which mandates HCA to oversee the implementation of up to forty (40) beds for acute psychiatric services by April 1, 2025.

Work Details
The contract will involve operating acute psychiatric residential or inpatient services for up to forty (40) beds at the Olympic Heritage Behavioral Health facility. The services include:
1. Short-term residential behavioral health services for individuals referred from crisis stabilization or a 23-hour crisis facility system.
2. Inpatient treatment for individuals with co-occurring behavioral health disorders using ASAM criteria.
3. Culturally appropriate and trauma-informed care.
4. Compliance with WAC 246-341 for applicable residential or inpatient services.
5. Coordination with DSHS for shared building access and food services.
6. Provision of additional furniture needed for operational readiness, alongside furniture provided by HCA.
7. Adherence to protocols for involuntary treatment if applicable, including court petitioning and compliance with the Involuntary Treatment Act (ITA).

Period of Performance
The period of performance is scheduled from the date of execution through June 30, 2030, with anticipated service commencement on April 1, 2025.

Place of Performance
The contract will be performed at the Olympic Heritage Behavioral Health facility located in Tukwila, Washington.
