The Department of Commerce is seeking proposals to contract with a non-regulatory coalition to identify economic, community, and workforce development opportunities resulting from Washington State's participation in the offshore wind supply chain through conducting convening's, workshops, and studies as appropriate.
Background
The Washington Department of Commerce is initiating this Request for Proposals (RFP) to solicit proposals from qualified entities to conduct a study assessing strategies for Washington State's engagement in the offshore wind supply chain.

The goal is to identify economic, community, and workforce development opportunities that arise from this participation. The contract aims to support the state's objectives under the Climate Commitment Act and enhance local economic benefits through offshore wind initiatives.

Work Details
The contractor will be responsible for:
1. Conducting studies to assess strategies necessary for Washington State's engagement in the offshore wind supply chain.
2. Identifying economic, community, and workforce development opportunities through convenings, workshops, and studies.
3. Assessing public infrastructure needs for manufacturing, assembly, and transport of supply chain components.
4. Evaluating workforce needs and community benefits associated with offshore wind projects.

Deliverables include a preliminary report summarizing the status of studies by June 2025 and a final report summarizing findings by November 30, 2025.

Period of Performance
The contract period is scheduled to begin on February 4, 2025, and end on November 30, 2025.

Place of Performance
The services will be performed in Washington State.
