Background
The Washington State Department of Commerce, referred to as 'COMMERCE,' is initiating this Request for Applications (RFA) to allocate resources for the Office of Homeless Youth (OHY) to co-lead a prevention work group with the Department of Children, Youth, and Families.

The OHY was created in 2015 to lead statewide efforts aimed at reducing and preventing homelessness among youth and young adults by ensuring access to five priority service areas: stable housing, family reconciliation, permanent connections, education and employment, and social and emotional well-being.

The vision of OHY is that every family and youth in Washington State has the individualized support they need so that no young person has to spend a single night without a safe and stable home.

Work Details
The contract will involve providing services to support the involvement of young people and families with lived experiences of housing instability in the interagency youth homelessness prevention workgroup.

The funding available is up to $422,000, which includes $211,000 from the general fund for fiscal year 2026 and another $211,000 for fiscal year 2027. The selected organization will help establish a permanent Youth Homelessness Prevention Steering Committee composed of lived experts.

Key activities include:
- Providing access to or developing customized trainings based on Steering Committee needs (e.g., policy/advocacy, leadership development).
- Supporting Steering Committee members with flexible funding and service navigation.
- Developing organizational infrastructure for self-governance (e.g., governance charter).
- Ensuring diverse representation within the Steering Committee structure.
- Advocating for recommendations from the strategic plan on youth homelessness prevention.
- Facilitating collaboration with state agencies on prevention efforts.

Period of Performance
