Background
This Request for Applications (RFA) is issued by the Washington State Department of Children, Youth, and Families (DCYF) to seek qualified applicants for the direct delivery of Pre-Employment Transition Services (PreETS) in Juvenile Rehabilitation (JR) facilities.
The program is funded through a Service Level Agreement with the Washington State Department of Social and Health Services, Division of Vocational Rehabilitation (DVR), utilizing Federal Workforce Innovation and Opportunity Act (WIOA) funds for eligible students, along with state proviso funds.
The goal is to provide comprehensive support to youth transitioning from high school to post-secondary education and employment.
Work Details
The contractor will deliver the following Pre-Employment Transition Services in JR facilities through the My Journey Out Beyond (MyJOB) program:
1. Self-Advocacy and Post-Secondary Services:
- Instruction on decision-making, goal setting, intrinsic motivation, self-awareness, and leadership training for students aged 14-25.
- Counseling on post-secondary options including college applications and financial aid processes for students aged 16-25.
2. Job Exploration, Job Readiness, and Work-Based Learning:
- Conduct vocational assessments and provide job exploration counseling for students aged 14-25.
- Workplace readiness training focusing on soft skills such as punctuality, time management, financial literacy, mock interviews, resume building, etc., for students aged 14-25.
- Development of on-campus and off-campus work-based learning experiences including paid and unpaid opportunities for students aged 16-25.
The contractor may bid on services at multiple locations including Green Hill School (GHS), Echo Glen Children’s Center (EGCC), Harbor Heights, or various community facilities across Washington State.
Period of Performance
The estimated contract performance period is from November 10, 2025 through June 30, 2027. The contract may be extended up to two additional years at DCYF's discretion.
Place of Performance
Services will be performed at various Juvenile Rehabilitation facilities including Green Hill School (GHS), Echo Glen Children’s Center (EGCC), Harbor Heights, and community facilities located on both the east side and west side of Washington State.
Bidder Requirements
Bidders must meet specific qualifications including being licensed to do business in Washington State or committing to obtain a license within thirty days if selected.
Bidders must possess a Unique Entity Identifier (UEI) number if bidding on GHS or EGCC. They must also certify that they have not been debarred or suspended from federal transactions. Experience working with diverse disabilities and delivering PreETS or youth career readiness services is required.
