Background
The contract is issued by Hillsborough County for the development of a unified flood forecasting system, known as ClearCast, to enhance flood management across the County. The goal is to implement a near real-time compound flood forecasting system that covers approximately 1,400 square miles, improving decision-making and operational readiness in response to flood events.
Work Details
The contract includes two main tasks:
- **Task 1: Flood Forecasting Development**
- Compiling datasets
- Establishing boundary conditions
- Configuring the ClearCast application to run three County Watershed Management Master Plan (WMMP) models in parallel
- Integrating data into a unified dashboard
- Setting up internal gages for real-time monitoring
Deliverables for Task 1 include:
- Dashboards for hindcasting Hurricane Milton and Helene
- Daily forecasts
- Synthetic flood mapping
- Access to feature layers on ArcGIS Online
- A reference manual with training
- **Task 2: Ongoing Flood Forecasting Operations**
- Providing support for daily forecast simulations
- Monitoring model health and accuracy
- Troubleshooting issues
- Coordinating with County staff during storm events.
Period of Performance
Task 1 will be completed within nine months from the Notice to Proceed (NTP), aiming for operational readiness before May 1, 2026. Task 2 will commence on October 1, 2026, and continue through three fiscal years until September 30, 2029.

Clearview Land Design is identified as the sole source provider for the ClearCast Flood Forecasting System. No other vendors or third-party providers are authorized to deliver this proprietary system.
