Description

The purpose of this Request for Qualifications and Quotations (RFQQ) is to obtain one or more contracts with the highest qualified Bidders to provide maintenance and repair services for laboratory analytical instruments that utilize liquid chromatography (e.g. HPLC, LC/MS, LS/MS/MS, LS-TOF-MS).
Background
The Washington State Patrol (WSP) is seeking to establish one or more contracts for maintenance and repair services of laboratory analytical instruments that utilize liquid chromatography, including HPLC, LC/MS, LS/MS/MS, and LS-TOF-MS.

The Forensic Laboratory Services Bureau (FLSB) of WSP provides forensic science expertise to law enforcement agencies and oversees various forensic programs. The analytical instruments are crucial for accurate forensic evidence analysis, and maintaining them in proper working order is essential for the integrity of criminal investigations.

Work Details
The contractor will provide maintenance and repair services for liquid chromatography laboratory equipment located at the Washington State Patrol Forensic Science Laboratory Bureau. Bidders are encouraged to bid only on the equipment they are certified to service.

The work must adhere to the specifications outlined in Attachment 1, Statement of Work.

Period of Performance
The initial period of performance is from October 1, 2025, through September 30, 2026. There may be optional extensions as specified in Section 5.1.

Place of Performance
Services will be performed at the Washington State Patrol Forensic Science Laboratory Bureau locations as detailed in Attachment 1.

Bidder Requirements
Bidders must be licensed to do business in Washington State and provide a copy of their license with their proposal. They must meet specific insurance requirements and demonstrate that technicians are trained and qualified to service the instruments listed in the RFQQ.

Bidders should also comply with wage laws certification and workers' rights certifications as per Executive Order 18-03.
