Description

The purpose of this Request for Qualifications and Quotations (RFQQ) is to obtain one or more contracts with the highest qualified Bidders to provide maintenance and repair services for gas chromatography-based instruments manufactured by Agilent Technologies, Inc. at the Washington State Patrol Toxicology Laboratory located in Seattle and Federal Way as well as the Washington State Patrol Crime laboratories located in Cheney, Marysville, Seattle, Tacoma, and Vancouver.
Background
The Washington State Patrol (WSP) is seeking to establish one or more contracts for maintenance and repair services of gas chromatography-based instruments manufactured by Agilent Technologies, Inc. These services are intended for the Washington State Patrol Toxicology Laboratory located in Seattle and Federal Way, as well as Crime Laboratories in Cheney, Marysville, Seattle, Tacoma, and Vancouver.

The WSP's Forensic Laboratory Services Bureau provides critical forensic science expertise to law enforcement agencies and plays a vital role in the criminal justice process by ensuring that analytical instruments used in forensic evidence analysis are maintained in proper working order.

Work Details
The contractor will provide maintenance and repair services for gas chromatography-based instruments. Bidders are encouraged to bid only on the equipment they are certified to service. The work must adhere to the specifications outlined in Attachment 1, Statement of Work.

The maximum contract amount is $1,000,000.

Period of Performance
The initial period of performance is from October 1, 2025 through September 30, 2026, with options for extensions as needed.

Place of Performance
Services will be performed at various locations including the Washington State Patrol Toxicology Laboratory in Seattle and Federal Way, and Crime Laboratories located in Cheney, Marysville, Seattle, Tacoma, and Vancouver.

Bidder Requirements
Bidders must be licensed to do business in the State of Washington and provide proof of insurance as specified in Section 4.11. Technicians providing services must be trained and qualified to service the instrumentation listed in the RFQQ.

Bidders must also comply with wage laws certification and workers' rights certification as per Executive Order 18-03.
