Low-income Home Rehabilitation Grant Program (HRGP) 2026-2027

Background
The Washington State Department of Commerce (COMMERCE) is initiating a Request for Applications (RFA) to solicit proposals from qualified entities for the Low-Income Home Rehabilitation Grant Program (HRGP). This program aims to provide funding for home repair and rehabilitation services in rural, non-entitlement areas of Washington State, addressing health, safety, and durability issues in existing housing. The program prioritizes assistance to low-income households, particularly senior citizens, individuals with disabilities, families with young children, and veterans.

Work Details
The HRGP will fund home repair and improvement services for low-income households residing in single-family residential structures. The maximum grant amount per project is $50,000. Eligible applicants include approved department grantees, Tribal Nations, public service companies, municipalities, public utility districts, and mutual or cooperatives responsible for rehabilitating residences. Applicants must demonstrate two years of experience in home renovation-related programs and provide services in rural areas as defined by HUD.

Period of Performance
The contract period is expected to begin on May 1, 2026, and end on June 30, 2027. There is an option for COMMERCE to extend the contract for two additional one-year periods.

Place of Performance
The services will be performed in rural areas of Washington State classified as non-entitlement areas by the U.S. Department of Housing and Urban Development.

Bidder Requirements
Eligible bidders must be licensed to do business in Washington or commit to obtaining a license within 30 days if selected. They must also have two years of relevant experience in home renovation and low-income service provision within the last five years. Additionally, applicants who are federally recognized Tribes or certified by the Washington Department of Veterans Affairs will receive bonus points during evaluation.
